It is supposed to be a "Brain Machine". Basically it is a pair of clear safety glassed with red, green, and blue LEDs on them. The LEDs are controlled my a microprocessor that varies the timing of the lights.
The effect is supposed to be hypnotic or at the least pretty cool.
